Virtual Power Plants Show Promise in Reshaping Energy Grids

Western Power, a network company, believes that virtual power plants (VPPs) hold significant potential in addressing challenges within the energy grid. These VPPs could eliminate the need for emergency solar shutdowns and potentially render subsidies unnecessary by enabling batteries to self-fund. This insight stems from Project Symphony, a two-year trial initiated in 2021 in Western Australia to showcase how VPPs can bolster power systems and offer benefits to consumers.

The project, a joint effort involving Synergy, Western Power, and the Australian Energy Market Operator with oversight from Energy Policy WA, was concentrated in the Southern River area of Perth, where over half of households have rooftop solar installations. The trial encompassed 514 customers and 911 assets across various categories, including solar PV, battery storage, air conditioning, and hot water systems.

Key Objectives of the Trial

The primary aim of the trial was to evaluate VPP performance in four essential scenarios: energy supply to the wholesale market, provision of network support services, management of rooftop solar output, and contingency response to frequency deviations. The findings, detailed in a comprehensive 180-page report released by Arena, indicate the technical feasibility of VPPs across all scenarios, albeit with some operational challenges that need addressing for successful large-scale implementation.

Unlocking Cost Savings through Distributed Energy Resources

The report underscores the potential of orchestrating Distributed Energy Resources (DER) to reduce system costs and alleviate network constraints, leading to cost savings for end-users. It estimates a value of approximately £920 million that could be generated by optimising home solar, batteries, and other energy assets within the grid.

Project Symphony has yielded 18 recommendations based on lessons learned, emphasising the importance of refining technical and commercial settings to facilitate real-world VPP deployment. The integration of home batteries emerges as a critical element for VPPs to access diverse revenue streams, distinguishing them from other DER assets.

Matthew Cheney, Western Power’s executive manager of energy transition and sustainability, highlights the necessity of relentlessly pursuing value for customers to ensure the success of VPP initiatives. One notable achievement of Project Symphony was the successful testing of the “Constrain to Zero” scenario, which aims to replace emergency solar shutdowns with a market-driven mechanism to stabilise the grid during low-demand periods.
